Intelligent Futures was commissioned to apply a GBA+ lens to explore how a pilot project in City parks impacts diverse communities.
GBA+ (Gender-Based Analysis Plus) analysis is a tool used in community engagement to assess how policies, programs, and initiatives affect different gender identities and intersecting factors such as race, age, and ability. It aims to promote inclusivity and equality by identifying and addressing potential disparities and barriers that different groups may face. The City of Edmonton's first Alcohol Consumption at Designated Sites in Parks (ACaDSiP) pilot project was conducted in the summer of 2021 at 47 picnic sites in seven river valley parks. While a jurisdictional scan was completed and operational and survey data were collected during the pilot, understanding the perspective of diverse communities was missing.
Learning from underrepresented voices

The City of Edmonton recently conducted its first Alcohol Consumption at Designated Sites in Parks (ACaDSiP) pilot project across seven river valley parks during the summer of 2021. While operational and survey data were collected during the process, a GBA+ analysis was not possible due to constrained timelines. The City commissioned Intelligent Futures to conduct a GBA+ engagement process to complement traditional engagement streams and capture the thoughts and ideas of underrepresented and unheard minority and equity-deserving groups. The GBA+ approach is designed to capture diverse perspectives when developing or revamping policies, initiatives, or other directives that impact the public. The focus was on quality conversations rather than quantity, offering a chance to understand community needs and expectations better.
