On October 16, 2023, Kelowna City Council declared a climate crisis to communicate clearly to the residents of Kelowna the importance of urgent action on a government and communitywide basis in the face of climate change.
Human caused climate change has already significantly impacted life in Kelowna. Heat domes, droughts, wildfires, flooding, and polar intrusions are occurring at unprecedented scales, worsening the social, economic, and environmental conditions of neighbourhoods across the city. As Canada’s fastest growing metropolitan area, new developments have a major impact on climate change and the natural environment locally.

In 2024, the City of Kelowna commissioned Intelligent Futures to develop a key ‘case-making’ tool for implementing climate change and environmental criteria into the development application approval process. Understanding that land use and development decisions have long-term climate impacts which can endure for many decades, assessing developments in Kelowna through a climate lens is a critical next step to reducing greenhouse gas emissions and preparing for a changing climate. The project was created through a two phased process, with the first phase focused on exploring  the intersection of development and climate change, and the second phase developing new solutions for the City to consider. The final report identifies 14 key tools and actions across policy documents and the development permit application process to integrate climate into the development process, paired with 13 keystone metrics across four climactic focus areas to measure the effectiveness of development applications with respect to climate performance. The challenges posed by the climate crisis demand robust, systemic solutions, and this report is the first step to demonstrating how development can serve as both a driver of resilience and a catalyst for climate action.
